Policy, Research and Initiatives Advisor

Position Purpose
Reporting to the Manager, Corporate Asset Management, is responsible for developing strategic and expert policy support and advice for the Corporate Asset Management program; leads policy initiatives, develops policy options and recommendations and provides strategic advice; undertakes analysis to assess impacts of initiatives and the development of strategies and policies; monitors performance, implements processes and develops the Corporate Asset Management program especially as it relates to government regulations; maintains awareness of developments and trends which may impact direction; providing quantitative analysis, research and advice to assist senior management in developing strategic policies; researching, developing and analyzing innovative and strategic policies and programs; develops cross-functional linkages to ensure that policies and programs align with Region goals; preparing briefing notes and committee reports.

$51.34 - $55.81 per hour. This is a Union position.

  • Successful completion of a University Degree in Public Administration, Finance, Engineering or related field or approved equivalent combination of education and experience.
  • Minimum five (5) years' experience in a municipal or provincial public policy development sector with responsibilities in leading complex project initiatives and program/policy development.
  • Demonstrated effectiveness with conducting financial analysis and producing program evaluations.
  • Demonstrated experience in writing and reviewing reports/studies, including ability to identify problems, research, analyze and interpret data.
  • Demonstrated knowledge of the Region's policies, services and initiatives.
  • Knowledge of provincial legislative, regulatory and policy framework and ability to interpret and translate into policy and program options for the Region.
  • Demonstrated knowledge of contemporary research and evaluation methods, including writing detailed reports and proposals.
  • Knowledge of and demonstrated ability in corporate core competencies including customer service, communication, team work, initiative/self-management and accountability, and flexibility/adaptability.
  • Demonstrated analytical skills and financial management to analyze, synthesize and develop policy options, interpret legislation and complex reports, and develop recommendations for a wide range of initiatives.
  • Demonstrated project management, leadership, and presentation skills to develop cross-functional internal and external partnerships.
  • Excellent communication skills to prepare reports, briefing notes, background materials and presentations for senior management.
  • Excellent organizational skills to lead or support project teams and manage work processes and systems.
  • Proficiency in MS Office software applications.
  • Ability to travel to off-site locations in a timely and efficient manner, as required.
  • Ability to work outside regular business hours, as required.
