Reporting to the Manager of Procurement the incumbent is responsible to ensure Procurement policy and procedures are followed. This includes reviewing contracts to ensure they are compliant with Sheridan policies and procedures; providing negotiation of contract terms and conditions, monitoring contract end dates, especially as this relates to upcoming bidding requirement, and; guiding Sheridan employees during the bidding process to ensure procurement services are delivered with a ‘value-added’ customer service orientation.

Specific Responsibilities Include:

  • Taking a lead role in researching, developing, and preparing bidding documents such as, Request for Quotations (RFQs), Request for Tenders (RFT) and Request for Proposals (RFPs)
  • Acting as lead facilitator with respect to the evaluation and award process of bid submissions, with a focus on complex and high value procurements
  • Leading and facilitating the bid evaluation process and recommending of acceptance of bids
  • Administering the contracts created by the bidding process processes
  • Functional expert on PeopleSoft procurement module; troubleshooting and resolving problems
  • Providing training and support to stakeholders, developing documentation and user guides, and implementing updates and maintaining procurement systems
  • Providing support with year-end procedures relating the PeopleSoft procurement system
  • Providing backup support and expertise on the procurement card program, disposal of assets, leasing and self-financing, and customs clearance approvals for goods being shipped from out of country
  • Performing other duties as assigned


  • 3-year diploma/degree in Purchasing & Supply Management or other Business related field along with a minimum of 5 years progressive practical experience in the Public Sector in purchasing environment, including experience managing a wide variety of public bidding processes in excess of $100,000 in value (or an equivalent combination of relevant education and experience)
  • Minimum 3 years of experience  with CCDC documents for construction projects
  • A thorough understanding of purchasing best practices and BPS, CETA and CFTA
  • Completion of the Certified Public Procurement Officer (CPPO), Certified Profession Buyer (CPPB), or Supply Chain Management Professional (SCMP) would be considered an asset
  • Purchasing related experience in IT would be considered an asset
  • Strong interpersonal and customer service skills to deal tactfully with College external and internal stakeholders
  • Advanced knowledge with respect to preparation of bid documents and leading evaluation teams reviewing bidding documents
  • Excellent analytical, problem-solving, evaluation and organization skills
  • Advanced knowledge and skills with Financial Software as it relates to Procurement
  • Demonstrated skill in written and oral communications
  • Ability to conduct training sessions and give guidance and direction to internal stakeholders as it relates to Procurement
