Introduction:

The Government of Manitoba is looking for a progressive and collaborative leader for the position of Executive Director, Procurement Centre of Excellence, Manitoba Finance.

 

It is an exciting time to be a public servant in Manitoba. We are in a period of profound technological, environmental, and socioeconomic change that compels us to evaluate the nature of our work and the essence of our culture.

 

Transforming Manitoba Public Service: A Strategy for Action was designed to help the public service move forward in a unified way. Created as a long-term strategy to modernize the public service, it guides the transformation of both the work and the culture of the Manitoba public service.

 

In order to provide greater value to taxpayers and to achieve better results and cost savings, in June 2018, the Manitoba government launched a three-year initiative to modernize procurement.

 

The project includes:

centralizing procurement services to ensure government contracting is more coordinated, strategic and sustainable
adopting a category management approach to procurement to help the province become a smart shopper
improving planning and using Manitoba’s purchasing power to achieve economies of scale

 

Manitobans are smart shoppers who expect government to do the same. The government currently sources goods and services in a decentralized, transactional approach, which can be costly and inefficient.

 

Modernizing procurement will enable the government to become a ‘smart shopper’ by bundling contracts to reduce costs. It is expected that Manitoba will see real cost savings while maintaining the quality of services Manitobans expect and deserve.

Qualifications:

Bachelor’s Degree or Master’s Degree in Supply Chain Management, Business, or a related field, or a combination of equivalent education and experience in a related field.
Senior management experience in a procurement organization with a focus on category management, materials management, performance management, and strategic planning.
Senior management experience in the public sector including leading large, multi-disciplinary teams, and managing complex programs.
Experience providing leadership and direction in the design and implementation of legislation, policies, and programs.
Experience in budgeting and financial management.
Political acumen and experience providing strategic advice to senior leaders and officials on complex topics and sensitive issues.
Experience developing performance metrics and reporting.
Experience in continuous improvement and/or Lean/Six Sigma.
Interpersonal skills and the ability to develop and maintain relationships with stakeholders at all levels.
Verbal communication skills and the ability to communicate on challenging topics to all levels of the organization, stakeholders and the public.
Written communication skills and the ability to write politically sensitive and confidential materials for senior leaders as well as public facing documents.

 

Duties:

As a leader in implementing procurement modernization, you will ensure the effective delivery of category-managed procurement for the Manitoba government, in support of meeting the needs of pan-governmental stakeholder department requirements while delivering the best value to Manitoba in compliance with all relevant legislation, policy, processes, and directives.

 

You will directly contribute to the Transformation Strategy by playing a key leadership role in the design and implementation of transformational change to provincial procurement, both within the Manitoba government and across the broader public sector.

 

Reporting to the Assistant Deputy Minister, Procurement and Supply Chain, you will be responsible for the overall government-wide procurement framework.

 

You will establish and maintain policies, processes, and performance metrics that govern procurement and ensure its effectiveness and optimal value. You will consult with pan-governmental stakeholders and ensure procurement coherence with government policies and practices.
