This is a senior role for an experienced procurement professional with strong communications skills, a collaborative approach, and sound knowledge of public sector procurement policies.

The Role

To provide procurement services on behalf of 32 schools, IT and Facilities & Maintenance. A key component of this role is to ensure the best value for money spent on goods, services and construction. The Purchasing Officer provides advice and guidance on purchasing issues and contracting processes in accordance with NVSD’s procurement policies; Canadian and International Contract Law; Trade Agreement rules and obligations; and industry best practices.

Reporting to the Director of Financial Services, operational responsibilities for this role include the acquisition of equipment, services and supplies by strategically sourcing high-quality external suppliers and services providers; issuing Requests for Proposals (RFP’s), Requests for Information (RFI’s), Requests for Quotations (RFQ’s), and other forms of tendering, and contract administration. Additional responsibilities include overseeing vendor compliance, ensuring standing purchase orders, insurance certificates and WCB registrations are up to date. In conjunction with the District Principal for Early Learning, this role administers several lease agreements between the School District and child-care service providers operating within our schools.

 

The Requirements

Your professional experience includes a minimum of five years of procurement experience, familiarity with each step in the tendering process using BC Bid; working knowledge of public sector procurement procedures; applicable trade agreements; contract law; and inventory management. By working collaboratively with School District staff and participating in various purchasing consortiums, the Purchasing Officer builds relationships with other School Districts to expand the supply chain network and remains current with all emerging issues relevant to public sector procurement. This position requires the ability to prioritize a large volume of conflicting work demands in order to meet tight deadlines.
