The Corporate Procurement and Supply Services Branch is the centralized procurement and supply chain management authority for the City of Edmonton and is responsible for setting corporate policy and standards with respect to the effective and efficient delivery of business services including procurement, contract management, inventory management and distribution, mail processing and digital print services. 

As a strategic business partner, the Procurement Manager is accountable for ensuring that the priorities are properly aligned to enable the timely provision of procurement services for the assigned department of Integrated Infrastructure Services.  The Procurement Manager will coach and mentor staff, seek and implement continuous improvement opportunities and ensure adherence to all processes and activities required in order to provide a high quality service that supports the necessary business objectives.  The Procurement Manager will:

  • Lead with accountability, courage and inclusiveness
  • Build a respectful workplace culture through a values-based influencer approach and working collaboratively
  • Provide leadership, development and coaching, performance evaluation and feedback, health and wellness, safety, staff recruitment and succession planning
  • Forge strong working relationships with the Integrated Infrastructure Services Department and be the key senior procurement subject matter expert within the branch leadership team
  • Use data to identify broad trends, patterns and recurrences for business partners to understand unique and repetitive procurement needs
  • Collaborate within the section to ensure effective performance through comprehensive, accurate and transparent reporting and performance measurement
  • Identify issues, opportunities, trends and gaps; share best practices with the team, section and branch and provide overall quality assurance / control for the assigned procurement team
  • Lead, establish and exemplify a culture of accountability and excellence throughout the section, that supports the department vision and mission
  • Ensure staff are empowered and are well equipped to perform their roles and invest in the development of staff through succession planning, performance development and management plans


  • Bachelor’s Degree in Business Administration, Commerce or a related discipline.  Equivalent combinations of education and experience will be considered
  • Supply Chain Management Professional (SCMP) designation or a Certified Public Procurement Officer (CPPO) certification from the Universal Public Procurement Certification Council (UPPCC) would be considered an asset
  • A minimum of seven (7) years progressively responsible experience in a leadership role within a large, complex organization.  Equivalent combinations of education and experience will be considered
  • Demonstrated ability to develop, coach and lead staff
  • Knowledge and experience in purchasing and/or procurement, including knowledge of public sector purchasing, partnerships and regulations.  Experience with procurement in the construction industry is considered an asset
  • Extensive knowledge of contract and tendering law and trade agreements, supported by both academic and practical experience in procurement and supply chain systems
  • Experience working with SAP/Ariba and other ERP/Cloud solutions would be considered an asset
  • Demonstrated skills in building strategic relationships and partnerships and facilitation of groups with competing interests and priorities
  • Experience applying project management principles and tools
  • Political awareness and strong business acumen

Hours of Work: 36.9 hours per week, Monday - Friday
Salary: $110,090 - $137,619 (Annually)
