Reporting to the to the Assistant Director, Corporate Services, the Manager, Purchasing provides leadership and direction to the competitive bidding of construction projects, capital equipment, materials and services. The Manager oversees the complex competitive purchasing strategy and develops contracts related to new construction, renovation and associated professional services that are unique and highly technical in nature. The Manager provides oversight and direction regarding relevant policy, procedure and contract administration.
The ideal candidate will have a bachelor’s degree in Business, Economics or Law, coupled with technical training in supply management and/or contract management. Professional certification through SCMA is desirable. The role requires a minimum of five (5) years’ experience and deep knowledge of the competitive bidding, negotiated request for proposal process and construction contracting. The successful candidate will be client focused with advanced communication, decision making and problem-solving skills. The successful candidate will have the ability and experience to lead within a complex union environment, while operating in accordance with regulations and policies governing the purchase and contracting of commodities, equipment, construction projects and services. An equivalent combination of education and experience will be considered.
