The TTC's recruitment efforts are directly aligned to its mission of providing "a reliable, efficient, and integrated bus, streetcar and subway system that draws its high standards of customer care from our rich traditions of safety, service and courtesy."</p> <p> </p> <p><strong>General Accountability</strong></p> <p style="text-align:justify">Supervises, directs, monitors, plans, coordinates and manages performance of assigned staff; provides general oversight of pre-award procurement and post-award contract administration services to client's departments; responsible for providing contract administration services for selected large, complex contracts; assists the Director with management and administration related tasks such as workforce planning, budgeting, performance analysis and other related tasks. </p> <p> </p> <p><strong>Key Job Functions</strong></p> <ul> <li style="text-align:justify">Plan, coordinate, and provide oversight of procurement activities and post–award contract administration including the preparation of commercial documentation for Request for Proposals (RFPs)/Request for Bids (RFBs), Negotiated Requests for Proposals (NRFPs), Requests for Information(RFIs), Notices of Intent (NOIs), pre-qualifications and contracts including development of special commercial conditions for the procurement of Information Technology requirements, Construction, Professional Services, Systems and Engineered Equipment and Revenue Public Transit vehicles utilizing traditional and non-traditional project delivery models</li> <li style="text-align:justify">Liaise with clients to identify and resolve systemic issues or problems in procurement processes or procedures throughout the organization and within the M&P department</li> <li style="text-align:justify">Develop training plans for new and existing staff</li> <li style="text-align:justify">Review, assess and provide feedback on client’s scope of work/specifications and requirements (e.g., procurement approach, budget/project approval, estimate, schedule, technical details), recommendation for award report, Purchase Authorizations, Single Source (non-competitive) Requests, Contract Amendments/Changes</li> <li style="text-align:justify">Guide and assist section staff with proposal evaluations and contract negotiation and administration activities</li> <li style="text-align:justify">Ensure staff and procurement related activities are in compliance with TTC procurement policies and procedures, industry practises, professional standards and trade agreements (CFTA, CETA)</li> <li style="text-align:justify">Coordinate, monitor, review and prepare a variety of reports relating to procurement/contract administration progress, budget/project approvals, labour/material cost distribution, client requirements, or special reports for management</li> <li style="text-align:justify">Prepare responses to and correspondence with contractors and consultants regarding contractual and commercial matters</li> <li style="text-align:justify">Plan, supervise and direct the daily work performed by direct reports</li> <li style="text-align:justify">Develop short and long terms plans relating to methods, procedures, administration and staffing to enhance effectiveness of procurement process</li> <li style="text-align:justify">Promotes a respectful work and service environment that supports diversity, inclusion, and is free from harassment and discrimination. Provides leadership in the development and implementation of inclusive and accessible policies, programs and/or services for employees and customers in accordance with TTC's commitments and obligations under the Ontario Human Rights Code (OHRC) and Related Orders, the Accessibility for Ontarians with Disabilities Act (AODA), and TTC's policies.</li> <li style="text-align:justify">Participation in the TTC Customer Service Ambassador Program</li> </ul> <p> </p> <p><strong>Skills</strong></p> <ul> <li>Use office technology, software and applications</li> <li>Understand and apply administrative policies, processes, and procedures</li> <li>Apply analytical skills</li> <li>Communicate in a variety of mediums</li> <li>Manage human resources</li> <li>Plan and organize activities / projects to meet section and organizational goals</li> <li>Manage conflict</li> <li>Demonstrate specialized expertise and knowledge in the assigned field</li> </ul> <p> </p> <p><strong>Education and Experience</strong></p> <p> </p> <p>Completion of a post-secondary college diploma or university degree in a related discipline or combination of education, training and experience deemed to be equivalent.</p> <p> </p> <p><strong>Additional Requirements</strong></p> <ul> <li style="text-align:justify">Certified Contract Administrator, Supply Chain Professional, Supply Chain Management Association (SCMA), Purchasing Management Association of Canada (PMAC) designations considered an asset</li> <li style="text-align:justify">Progressive experience in procurement processes, contract administration including very good knowledge of contract administration related to changes, claims and delays and of accounting and scheduling practises/methods</li> <li style="text-align:justify">Extensive practical experience with a variety of large complex procurements and administration of contracts for technical requirements including engineered products/equipment, revenue and non-revenue vehicles, IT products and services, engineering/architectural design contracts, construction contracts, specialized technical services and experience with complex Requests for Proposals</li> <li style="text-align:justify">Demonstrated in-depth knowledge of procurement/contracting principles and related legal issues pertaining to the procurement process in a public tendering environment</li> <li style="text-align:justify">Strong negotiation, analytical/decision making, problem-solving, conflict resolution, time management and consulting skills</li> <li style="text-align:justify">Experience supervising staff in the procurement/contract administration field in a deadline oriented and performance management environment; and demonstrated ability to establish effective working relationships with all levels of management, employees, client groups, outside industry associations and other public authorities</li> <li style="text-align:justify">Excellent verbal and written communication, interpersonal and relationship management, and presentation skills</li> </ul> <p> <br /> We thank all applicants for their interest but advise that only those selected for an interview will be contacted.</p> <p>The TTC is committed to fostering a positive workplace culture with a workforce that is representative of the communities it serves.
